Is it better to try to make new friends? or wait for the true friend?

im in high school and i moved to another school after second semester of my freshman year. Since then, i didnt have any close friends. well, i did have school friends, but not close friends. What i mean by close friend is ppl who watch movies with me, hang out, go to the beaches, and friends who i can rely on. im going to be a senior and i still have no true friend at this school. im still hanging out with my old friends at my old school. i seldom see them though. whenever i try to make new friends by talking to them first, it always end up in failure and bad relationship. is it wise for me to just wait for my true friend?
