In the prophecy of the Antichrist, doesn't this bring skepticism to ANY powerful ruler?

Muhammed was seen as this, Bush is considered this by many...is this a strategic decree of some sort? It excludes any possibility of excepted authority other than the established church. WOULD WE KNOW A SECOND COMING IF WE WERE HIT ON THE FOREHEAD WITH ONE?
